[ARCHIVED] What are residents' street and sidewalk responsibilities for wintertime?

With winter here, the City of Liberty Lake is reminding residents of their responsibility to keep sidewalks clear of ice and snow and to be cautious about allowing obstructions to encroach into the city right-of-way.  Abutting property owners are responsible for keeping the adjacent right-of-way clear of anything that obstructs or interferes with the normal flow of pedestrian or vehicular movement and parking.  This is especially important to assist in maintenance needs for the public during the winter. 
• Streets:  All improved streets must be clear of obstructions from edge to edge and to an elevation of 13’ 6”.  Please trim vegetation or remove items that do not comply with this requirement.  ALSO:  Please make sure your basketball hoop is not protruding into the street.  
• Sidewalks:  All improved sidewalks must be clear of obstructions from edge to edge to an elevation of 7’ 6” and maintained in a safe condition by removing snow and ice.
• Property damage liability:  There have been incidents of garbage trucks and snowplows becoming entangled in basketball hoops encroaching onto the public street.  The owner of the obstruction may be liable for any damage caused by this obstruction.
